Faith In Motion is a program of the Department of Public Social Services administered by FosterAll. Our team is dedicated to supporting your congregation to develop programs, events, and donations to better the lives of children in foster care.

Katherine Hernandez

Director of Foster Care Programs

Katherine served as the National Coordinator for Winning Our World International (W.O.W.) for 20 years where she managed, planned, and executed large events in the inner city streets of America. To host events, Katherine partnered with faith-based communities, businesses, city and state governments, and community organizations. She also trained and mobilized over 50,000 volunteers and was the creator and director of W.O.W.’s 9-day Mission Weeks, in which she developed programs and workshops for 2,000 youth. Throughout her tenure at W.O.W., Katherine implemented programs for faith-based communities, enhanced donor relationships, and improved the overall structure, policies, and procedures of the organization.

Irene Capen

Faith In Motion Manager

Foster care has always been in her heart. Irene and her husband welcomed 11 children in their home. The children ranged from 8 months old to a 17-year-old with her own 3-year-old child. Along with their own 3 biological children, they adopted 2 siblings. Irene created a foster/adopt ministry, Embrace, at her church. The ministry helped her discover the importance of community, especially the church community, in their journey. Irene recently retired from the Air Force after 28 years of service. Her retirement allowed her to start an encore career as the Faith in Motion Manager.

Rachel Torres

Foster Parent Liaison

Rachel Torres, a foster parent, began her journey two years ago.  Her desire to foster came when she married her husband Hector who grew up in a family that fostered and adopted.  All five of his aunts including his mother fostered for over 25 years.  It was inevitable that she and Hector along with their two biological sons would soon open their hearts and home to children in need.  She believes that every child deserves to feel safe and loved and, by fostering she can change the course of a child’s life for the better.  She is excited to help and guide families through the foster process who are willing to fulfill those needs. 

Noemi Amezcua

Foster Parent Liaison

Noemi Amezcua, a foster/adopt parent has been fostering for over 28 years.  Over 100 children have been cared for by Noemi.  She and her husband have four biological children and adopted three children from foster care.  She is passionate about God, family and the safety of our children.  She enjoys walking families through the process and brings much comfort to their foster journey.  Her heart is to find loving homes for our most vulnerable children in Riverside County.
